Government of Mato Grosso launches Rural Environmental Registry system, unprecedented in the country

The new CAR Digital will analyze rural property registration more quickly using satellite images

At the forefront of environmental regularization in the country, the Government of Mato Grosso now has a 100% automated system for analyzing the State's rural property records: the Digital Rural Environmental Registry (CAR). The system is a unique project in Brazil and uses satellite image technology to point out and generate the CAR approved by the State Secretariat for the Environment (Sema-MT) for the producer, bringing more agility to the entire process.

The new system was launched this week, at an event at Palácio Paiaguás, where Decree No. 780/2024, which regulates the automated analysis procedure for CAR Digital within the scope of Sema-MT, was signed by governor Mauro Mendes and the secretary of Pasta, Mauren Lazzaretti, marking the implementation of the system in the State.

“Today, we present a new tool for this, which is one of the most relevant services in the environmental area, which is provided for in Brazilian legislation, and which we, in the State of Mato Grosso, are taking a different approach to. This launch is extremely relevant for the advancement and environmental regularity of the State”, emphasized the governor.

Automated analysis

Decree no. 780/2024, which regulates the automated analysis procedure for CAR Digital within the scope of Sema-MT, was signed by the governor and the secretary of the Department, Mauren Lazzaretti, marking the implementation of the system in the State.

The first approved Digital CARs were also delivered to rural producers Moacir Antônio Guarnieri, Sandro Luiz Guarnieri and Josemar Londero. Guarnieri producers were represented by Carlos Cairo Montemezzo (GT Ambiental) and Pamela Rodrigues (forest engineer). Londero, by technical manager João Miranda.

The tool was developed by the Department of the Environment and implemented as a pilot project in the municipality of Nova Ubiratã (479 km from Cuiabá), where 1.579 registrations underwent automation. In this first phase of the project, Sema will carry out the mapping and processing of the Digital CAR of 65 municipalities. 

In all 142 municipalities in Mato Grosso, 121.240 registrations are eligible for CAR Digital. The forecast is to increase from the current 9.186 thousand approved registrations, just 16% of the registrable area in Mato Grosso, to 51.470 thousand by March 2025.
