Agreement allocates R$2,4 million to strengthen Brazilian winemaking
Consevitis-RS and Sebrae Nacional signed an agreement to carry out actions, which will continue until December 2025
On October 14, the Brazilian Agriculture and Livestock Confederation (CNA) will hold the workshop "Modernization of Rural Insurance in Brazil". The event will be held at the Famato headquarters in Cuiabá (MT) and will bring together a diverse audience including agricultural professionals, producers, insurers, reinsurers, financiers and authorities to discuss the proposals of Bill No. 2951/2024, proposed by Senator Tereza Cristina (PP/MS), which seeks to make rural insurance more accessible to rural producers.
“Rural insurance is a crucial instrument to protect producers from unexpected losses, maintaining their financial capacity to honor the commitments made, without the need to increase debt, including allowing them to maintain their financial capacity and investment in innovation,” said the senator.
Tereza Cristina emphasizes that Bill 2951 seeks to improve this policy, strengthening budget predictability and the efficiency of the sector. “With the occurrence of extreme events increasingly recurrent, the debate on the topic becomes even more urgent, and the workshop with representatives of the sector is of utmost importance so that the project meets the real needs of Brazilian producers,” she emphasizes.
Senator Tereza Cristina will make a presentation on bill 2951/24 and Senator Jayme Campos (União/MT), who is the rapporteur of the proposal in the Senate's Constitution, Justice and Citizenship Committee, will speak about the next steps.
“Bill No. 2951 will be a historic milestone in improving legal standards related to rural insurance in Brazil, in order to make it cheaper and more accessible. In a context of recurring crop failures in recent years, we will expand access to credit, consolidate markets and guarantee security and protection for the country's producers,” says Campos.
The workshop will have two panels. The first will address the "Importance of Rural Insurance in Brazil", with representatives from CNA, the National Confederation of Insurers (CNSeg), the National Federation of General Insurance (FenSeg) and the Brazilian Federation of Banks (Febraban).
This panel will address topics such as international experience, insurance modalities adapted to the reality of producers in the Central-West region and the relationship between rural insurance and credit to finance agriculture.
The second panel will discuss the topic "How should the Rural Insurance market be structured?" with the participation of Fenseg, Brasilseg, the National Federation of Reinsurance Companies (Fenaber), Esalq/USP and the Ministry of Agriculture.
In this part of the debate, the role of the main agents linked to the topic will be discussed, such as insurance companies, reinsurers, catastrophe funds, brokers, experts and the Brazilian State.
CNA technical director Bruno Lucchi states that the Confederation has repeatedly presented the agenda for regulating the catastrophe fund in its proposals for the Safra Plan, with the aim of not destabilizing the insurance market when there are severe climate crises. “However, we have made little progress over the years. Now with Bill 2951/2024 we have a concrete opportunity to advance this agenda,” he says.
The workshop "Modernization of Rural Insurance in Brazil" is organized by the Brazilian Agriculture and Livestock Confederation (CNA), in partnership with the Agriculture and Livestock Federation of Mato Grosso (Famato), Parliamentary Front for Agriculture (FPA), Instituto Pensar Agro (IPA) and the Federal Senate.
