To avoid difficulties with the backlog of requests from the National Register of Tractors and Agricultural Machines, the Ministry of Agriculture, Livestock and Supply published the Ordinance 469, of September 28, 2022, which establishes priorities for obtaining registration. From the publication of the ordinance, tractors and agricultural machinery produced from 2016 onwards will have priority when registering with Renagro.
“We expect a significant increase in the number of people registered with IdAgro [the application used for registration]. But this depends on the mobilization and interest of rural producers. So, we are doing the work of publicizing the obligations and advantages of registering agricultural machinery”, explained the director of the Department of Support for Agricultural Innovation, Sibelle de Andrade.
Renagro is an official document for tractors and agricultural machinery that allows transit on public roads. The document is free of charge for the producer, with no annual licensing fee and no need for registration. Furthermore, the document guarantees greater security in the sale and purchase of used tractors, making it possible to be used as a guarantee in financing. Registration is valid throughout the national territory.
According to the ordinance, the order of priority will be defined based on the year of manufacture of tractors or agricultural machines, giving greater priority to newer vehicles and, among these, those that first request registration.
If owners of tractors or agricultural machines with registration priority have not yet obtained the document, they must carry the registration request protocol on the National Platform for Registration and Management of Tractors and Agricultural Equipment - IdAgro to travel on Brazilian public roads.
The software developed to comply with legislation, the IdAgro platform (Android, iOS system), allows the owner to obtain registration for free. The registration of the asset (mainly tractors) includes photos, documents, history of the owners, the possibility of making the transfer, among other features.
Currently, there are already 85.000 machines registered in the IdAgro, 80% being tractors and 20% harvesters. The universe of tractors and harvesters is approximately 1,6 million units.
Registration with Renagro is optional if the machines are not to be used on public roads. There is, therefore, an obligation to remove the registration if the tractor is manufactured after 2016 and will be used on public roads.
It is necessary to remember that, in any case, with Renagro or not, to travel on public roads the machine must have the safety items established by Law 9.503/97 and by CONTRAN resolutions.
With the aim of speeding up this process, a new Technical Cooperation Agreement (ACT) between the Ministry of Agriculture and CNA Institute is being signed. The Institute, as an associated entity, will lead the implementation, management, access control, maintenance and modernization of data systems in the Renagro database; as well as the development of new products and services required both by the evolution of the systems and by the identification of new functionalities that make up a National Agricultural Records Platform.
To register, simply download the IdAgro app on your smartphone, register and register the machines of interest. After this step, keep the registration request protocol until definitive registration is obtained with the dealership for the brand of your machine. Then, register with IdAgro (name, CPF, address, email and telephone) and fill in the machine data fields.
Then, with the invoice, look for an authorized brand agency. Only authorized agencies can carry out the final registration and make the document available for printing. The authorized agency will analyze the owner's original documents, the invoice and the chassis or serial number of the asset.
When purchasing a new tractor, the dealership itself registers the machine and links it to the buyer automatically.
Another very important feature is that, with registration via IdAgro, the communication of any accident is integrated with the Cortex System of the Ministry of Justice and Public Security. In this way, reports of robbery and theft are forwarded directly to the police systems. It is also possible to consult the legal status of agricultural machinery registration, in addition to the possibility of sending a message to the owner of the machine, protecting anonymity.
