Provisional Measure 1.154/2023, which redefines the structure of Executive Branch ministries, was approved by the Federal Senate today (1/6), the last day of its validity. It had been approved yesterday (31/5), with changes, by the Chamber of Deputies.
Among the changes, the redefinition of the responsibilities of the Ministry of Environment and Climate Change (MMA) stands out. The management of the Rural Environmental Registry (CAR), at federal level, was transferred to the Ministry of Management and Innovation in Public Services.
The MMA maintains the administration of public forests granted for sustainable production. Responsibility for planted forests will be assigned to the Ministry of Agriculture, which will work together with the MMA.
Another significant change refers to the National Supply Company (Conab). Still linked to the Ministry of Agriculture and Livestock (Mapa), the company had some competencies, such as guaranteeing minimum prices and supplying and marketing family farming products, transferred to the Ministry of Agrarian Development.
The Ministry of Integration and Regional Development (MIDR) takes over the area of water security, after a draft amendment by the Senate Board of Directors to include management of the National Water Resources Policy among its responsibilities.
With 51 votes in favor, 19 against and one abstention, the text maintained the 37 portfolios originally created by President Luiz Inácio Lula da Silva, although it changed the attributions of some of them.
