Senasa releases more phytosanitary products in returnable packaging

Argentina's National Agrifood Health and Quality Service (Senasa) has updated its protocol for marketing phytosanitary products in returnable and bulk packaging. The change was made official with the publication of Resolution 614/2025 in the Official Gazette.

The measure allows the inclusion of Class II acute hazard products—identified with a yellow band on their labels—in the reusable packaging protocol. More than 1.400 products will be able to be sold in this format. Some have high sales volumes in the country.

This expansion could significantly reduce the number of disposable packaging in circulation. This reduces costs for manufacturers and rural producers, as well as the amount of waste generated.

The new rule also eliminates the requirement to present the Packaging Prototype Approval Certificate. This exclusion occurs as part of the national government's simplification of administrative and regulatory processes.

Another important change was the replacement of article 16 of Resolution 245/2021. Now, the use of reusable packaging of up to 1.000 liters and bulk sales are authorized for products in Toxicological Classes II, III, and IV, according to the WHO classification (2009), and for categories of lower toxicity according to the UN Globally Harmonized System.

The new regulation requires registering companies to declare the type, material, and capacity of their packaging when registering their products. They will also be responsible for managing the packaging after its end of life, as provided for in Law 27.279.
