The senator Carlos Favaro should be the next minister of agriculture. He coordinated the agricultural technical working group during the government transition period.
Carlos Henrique Baqueta Fávaro was born on October 19, 1969, in Paraná. He began his political life with the PP in 2009. In 2015, he joined the PSD. He was vice-governor of Mato Grosso and has been a senator for that state since 2019.
During the presidential campaign, he worked in favor of then-candidate Lula.
During his term in the Senate, to date, he has presented 11 bills and been one of the proponents of 25 constitutional amendments (the presentation of an amendment requires the signature of one third of the members of the Senate or Chamber).
His first bill (PL 2816 / 2020) provided for the institution of emergency support program for the cotton sector Brazilian (PEASA). The senator himself, days later, asked for the project to be withdrawn. The idea was to create “lines of credit that will be used to finance the stock of cotton lint harvested in the 2019/2020 harvest”. One of the controversial points of the project was the exemption from presenting the “certificate of discharge” provided for in the art. 362, § 1, of the CLT to carry out operations with public entities.
Other projects include the PL 4812 / 2020, which “authorizes the creation of the Federal University of Nortão de Mato Grosso (UFNMT) for dismemberment of the campus of the Federal University of Mato Grosso (UFMT)".
And PL 4243 / 2020, which “amends Law 10.836, of January 9, 2004, which creates the Bolsa Família Program, and Law 9.472, of July 16, 1997, referring to the organization of telecommunications services, to provide for the offer of free internet to beneficiaries of the Bolsa Família Program".
Among the constitutional amendments, the first one he signed was the PEC 28 / 2020, which “adds art. " .
He also signed the PEC 29 / 2020, which “introduces the basic income as a social right".
Among its positions, expressed through votes, are:
• YES - PEC 42 / 2022 - "Amends article 198 of the Federal Constitution, so that the Union provides complementary financial assistance to the States, the Federal District and Municipalities and philanthropic entities, to comply with the national professional salary floors for nurses, nursing technicians, nursing assistants and midwives; amends art. 5th of Constitutional Amendment No. 109, of March 15, 2021, to establish the financial surplus of public funds of the Executive Branch as a source of resources for compliance with the national professional salary floors for nurses, nursing technicians, nursing assistants and the midwife; and takes other measures";
• YES - PEC 13 / 2019 - "Amends article 156 of the Federal Constitution, to establish environmental criteria for the collection of Tax on Urban and Territorial Property Property and exempt the portion of the property with native vegetation";
• YES - PL 2438 / 2022 - "Establishes the allowance of Minister of the Federal Supreme Court, referred to in section XV of the caput of art. 48 of the Federal Constitution; and takes other measures";
• YES - PEC 32 / 2022 - "Amends the Transitional Constitutional Provisions Act to allow for the implementation of Bolsa Família Program and define rules for the transition of the Presidency of the Republic applicable to the 2023 Budget Law, and provides other measures".
