Resolution brings rules of the Harvest Guarantee Program for 2022/2023

The benefit is paid to family farmers who live in regions with crop loss, due to drought or flood.

It was published this Thursday (29/09), in the Official Gazette of the Union (DOU), the Resolution of the Harvest Guarantee Management Committee nº 1, which establishes the rules for implementing the Harvest Guarantee Program, for the 2022/2023 harvest. The Garantia-Safra is an action of the National Program for Strengthening Family Agriculture (Pronaf), which aims to guarantee food security for family farmers residing in regions (in the Northeast of Brazil and in the North of the states of Minas Gerais and Espírito Santo). Santo) systematically subject to crop loss, due to drought or flooding.

Farmers with a monthly income of up to one and a half minimum wages are entitled to receive the benefit, when they have production losses in their municipalities equal to or greater than 50%.

As resolved at the 25th Ordinary Meeting of the Management Committee, which ended on August 23rd, contributions from the Union, states, municipalities and family farmers were defined, quotas per state and a 41% readjustment of the value of the Harvest Guarantee (GS) benefit, which will increase from R$850 to R$1.200 in 2023. The benefit will be paid in full, in a single installment.

 Contributions for the 2022/2023 harvest were set as follows:

I - Family farmers: R$ 24 (twenty-four reais);
II - Municipalities: R$ 72 (seventy-two reais), per farmer who joins their jurisdiction;
III - States: R$ 144 (one hundred and forty-four reais), per farmer who joins its jurisdiction; It is
IV - Union: at least R$480 (four hundred and eighty reais), of the annual forecast of total benefits.

The meeting was attended by representatives from 11 participating states, the Federal Government, the National Confederation of Municipalities (CNM), in addition to confederations of family farmers and research institutions.

In total, 975 thousand shares will be made available. Bahia is the state with the largest number of quotas, 308.500, followed by Ceará with 200. It should be noted that the distribution of quotas in the states was based on the average participation of farmers over the last five harvests.

For the 2022/2023 harvest year, registration for the Harvest Guarantee has been carried out in person by filling out the Harvest Guarantee Registration form (IGS). The farmer must present an active Declaration of Aptitude (DAP) in the DAPWEB system or registration in the National Family Farming Registry (CAF).

Registration for Garantia-Safra is open and family farmers must look for partner institutions in the municipalities, following the following calendar:

It is worth noting that in the states of Minas Gerais, Bahia (Region I) and Piauí (Region I), the registration deadline was extended until October 31, according to Article 6 of the resolution.
