Complementary Law Project (PLP) 246/20 establishes, for administrative purposes, the Matopiba Geoeconomic and Social Complex. The Executive Branch will define a polygonal area including the south of Maranhão, the north of Tocantins, the south of Piauí and the west of Bahia.

The proposal being processed in the Chamber of Deputies explains that a collegiate body should manage the implementation of this complex and the measures to strengthen institutions, modernize agriculture and guarantee environmental and social sustainability.

“The proposal aims to develop the region and reduce inequalities”, highlighted the author, deputy Pastor Gil (PL-MA). “There must be equality in rates, freight and insurance; favored interest for priority activities; and tax exemptions,” he said.

Agricultural frontier

The region covers remaining stretches of the Cerrado in these four states whose acronyms form the acronym Matopiba. It is considered the frontier for agricultural expansion in Brazil – by 2022, according to projections, it will represent 16,4% of the planted area in the country.

The Brazilian Agricultural Research Corporation (Embrapa) estimates that there are around 73 million hectares in 337 municipalities. Of the total, 14 million hectares correspond to legally allocated land or conservation areas under regularization.

“The region’s great cultural diversity and immense biological heritage need to be conserved,” said Pastor Gil. “Public actions must provide infrastructure and services, but also control conflicts, conserve the environment and protect populations.”
