Bill 164/2019 is being processed in the Legislative Assembly, which provides for democratic management in public education through free organization in cooperatives. The proposal amends Law 10.576, of November 14, 1995, on the Democratic Management of Public Education. The idea is to support the creation of school cooperatives that promote the management of productive activities and income generation in the respective educational production units.
Representatives of Agricultural Technical Schools were at the Legislative Assembly to reinforce the importance of the proposal in improving the management of technical education institutions in Rio Grande do Sul. According to the president of the Gaúcha Association of Technical Teachers of Agricultural Education (Agptea), Fritz Roloff, this It is an old request from the entity, which was forwarded in the past and has now been reintroduced by deputy Paparico Bacchi. “We already have a favorable opinion from the House’s Constitution and Justice Committee and are now awaiting the vote”, he highlights.
For Roloff, the approval of this proposal will be another major milestone for agricultural education in Rio Grande do Sul, which could provide institutions with more shared, harmonious and participatory management. “It is essential that there is legislation that allows the school to make agreements, so that the school can manage its internal economies. Today, in most schools, this is done via Parent-Teacher Circles (CPMs), but it constitutes a major problem because CPMs have no economic purposes, only associative ones, that is, bringing the community to participate in life and activities. pedagogical actions of schools”, he reports.
The president of Agptea reinforces that schools, with their productive sectors, will be able to facilitate the process of commercializing their production and, with this, add income for investments in their structures. “We are sure that with the project being approved we will be helping schools with the organization so that they can create their own institutions”, he highlights.
