The municipal offices of the Technical Assistance and Rural Extension Company of Rio Grande do Sul (Emater-RS) are ready to serve farmers and rural producers who need to obtain new financing in this context of calamity. Following the publication of Ordinance No. 835 of the Ministry of Finance, new lines of credit offer economic subsidies in the form of a discount.

The measure serves farmers included in the National Program for Strengthening Family Farming (Pronaf) and the National Support Program for Medium Rural Producers (Pronamp). To forward the project and obtain credit, producers in Rio Grande do Sul can count on Emater/RS extension agents, able to assist, inform, plan and prepare technical reports, when necessary.

The coordinator of the Rural Credit Area and special advisor to the Technical Directorate of Emater/RS, agronomist Célio Colle, explains that this resource will be applied in planning recovery activities. They can request credit for investments from municipalities in calamity and emergency situations, which have had more than 30% loss in the productive structure of their rural production unit, with emphasis on machines, equipment, buildings, facilities, animals and soil in production areas agriculture and livestock.

“We are preparing reports for farmers and forwarding projects, within the logic of Rural Extension, of assisted credit, which in addition to the technical/economic project we want to monitor its application and return in the best possible way”, says Colle. The deadline for hiring ends in December 2024.

Renegotiation of credit operations

Two resolutions from the National Monetary Council (CMN) had already been published to authorize renegotiations of rural credit operations contracted by family farmers, medium-sized farmers and other producers whose income from the activity has been harmed by adverse weather conditions or marketing difficulties.

The first, on March 28, 2024, authorized the renegotiation of investments linked to the cultivation of soybeans, corn and milk, with installments due or yet to be due, with a deadline for submission until 30/05/2024. The second, published on May 10, 2024, allows the extension of the operations of rural establishments located in municipalities with a declaration of emergency or public calamity until August 15, 2024.
