Orplana seeks to enable the inclusion of sugarcane producers in the RenovaBio project

This week, the Organization of Sugarcane Producers Associations in Brazil - Orplana once again followed, in Brasília/DF, the movements of Bill 3.149/20. The initiative includes independent producers of raw materials intended for the production of biofuel in Law No. 13.576/2017, which provides for the National Biofuels Policy (RenovaBio).

The expectation was that the matter would be voted on by the Mines and Energy Committee (CME) of the Chamber of Deputies, after passing through the Agriculture Committee. According to Orplana's CEO, José Guilherme Nogueira, by law, the matter was no longer on the CME's agenda and, therefore, there was an attempt to include it outside the agenda, which was overcome by an agreement initiative.

Conversations continue between the entities with the expectation of a possible agreement by next week.

The PL argues that the plants' profits from the sale of decarbonization credits (CBios), linked to RenovaBio, be passed on to rural producers of biomass for biofuel.

Initially, the PL proposal that deals with the remuneration of Decarbonization Credits (CBios) for sugarcane producers, within the RenovaBio program, defends the division of sales values ​​in the proportion of at least 80% of CBIOs generated to rural producers and which can be sold by them.

Through RenovaBio, CBios are issued after proof of sale of batches of ethanol (biofuel), based on two elements: the volume sold and the efficiency score, which corresponds to how much the biofuel avoids carbon emissions compared to the equivalent fuel .

From the beginning, Orplana highlights that the sugarcane producer is excluded, unmotivated and unsatisfied, as the National Biofuels Policy restricts benefits to those who transform the raw material into biofuel.
