National Land Transport Agency (ANTT) will hold Public Hearing No. 11/23, on 27/11, to collect subsidies and additional information to improve the proposed revision of Resolution No. 5.867, which deals with the National Minimum Floor Policy of Road Freight Transport.

Developments regarding the methodology and coefficients per kilometer traveled for road freight transport will be presented and contributions on the topic will be received. Written contributions can be sent until 6/12, through the Participantt System. After receiving and analyzing submissions, the Agency plans to publish the new revised standard by January 2024.

Social participation began in July with Subsidy Collection nº 02, which included contributions from market agents on the current methodology. In September, transporters responded to the online form, which contained 11 questions about characteristics of transport operations, such as, for example, mileage traveled and vehicle maintenance expenses.

For in-person participation, interested parties must attend the public session location 30 minutes before the start to confirm their presence and access to the event. The registration form for the oral demonstration is available at the link and registration closes at 12pm on 26/11. After filling out the form, instructions and a link to the video conference will be sent to you via the Microsoft Teams tool. The Public Hearing will also be broadcast on the ANTT YouTube channel.

Specific information on the matter and guidance on procedures related to holding and participating in the Public Hearing are available in full. Additional information and clarifications can be obtained by emailing ap011_2023@antt.gov.br.

National Minimum Freight Floor Policy

By Resolution No. 5.867, which establishes the PNPM-TRC, the Agency must ordinarily publish a new table with the minimum freight floor coefficients updated by January 20th and July 20th of each year, with the aim of ensuring that transporters receive fair remuneration for their services. Furthermore, it is up to ANTT to readjust the freight table when the variation in the price of diesel is equal to or greater than 5%, activating the trigger mechanism.
