Government launches digital system for the management of hydrographic basins in Paraná

The State Government, through the Water and Land Institute (IAT), launched the Watershed Management System (SGBH), a new digital tool developed by the agency's Center for Geographical Intelligence and Information (NGI). The system allows grouping information, facilitating the management of the Paraná River Basin Committees (CBHs). The launch took place during the 1st State Meeting of CBHs, held last week at the headquarters of Sesc de Matinhos, on the coast.

The SGBH has six modules to help managers gather information on the composition of the committees, meeting minutes and deliberations, water resource plans, charging for water use, in addition to financial management with the possibility of monitoring the individual accounts of each committee, new projects and other indicators.

There is also an exclusive space for the external public, the geographic module, with information, maps and graphics registered by the committees. Soon, the module will provide consultations on the characteristics of the State's river basins, such as water consumption and sanitation data.

“It is a facilitating tool, to collaborate with the administration and help in the decision-making by the committees, also allowing for more precise analysis and research”, commented Jaqueline Dorneles, coordinator of i9 Ambiental, IAT's digital modernization program. “But the tool goes further, with data that can be accessed directly by the external public, with relevant information about the Paraná basins”.

I9 ENVIRONMENTAL

The IAT invested around R$1,5 million in the development of the SGBH, which is now available to the 11 River Basin Committees in Paraná. The platform integrates the Information System for Environmental and Water Resources Management (Sigarh), a set that makes up the i9 Environmental Program, which aims to modernize and centralize data related to environmental, water and territorial resources management. The purpose of Sigarh is to speed up processes, such as granting and the most recent SGBH.

This is the third system in operation of the 12 services within the scope of the digital transformation of the IAT to be developed by 2027, the year expected for the full implementation of the i9 Program.

According to the head of the NGI, Sonia Burmester do Amaral, the systematization of data benefits the internal and external public. “This organization of data and information makes the institute manage, in the best possible way, water resources, so that it is available to all parties that need it, which involves public supply”, she explained.

The NGI's information systems manager, Marta Burko, reinforced the need for registration by basin members. For this, the first step is to create a login in the State Government security center, standard for all State systems. After this registration, the central will ask to bind the managing member. After this connection, the user has access to the SGBH. “This tool will only be valid and function correctly with the adherence of all the State committees”, she said.

The 1st State Meeting of Paraná Basin Committees (EECOBPR) aimed to bring together representatives of the 11 CBHs in Paraná to exchange experience and training on the performance and relevance of a river basin committee.

“For us at the IAT, who are closely linked to this subject through inspection, granting, licensing and legislation actions, this event serves to transmit knowledge and resolve all doubts regarding the committees and the use of water”, emphasized the director of IAT Licensing and Granting, José Volnei Bisognin.

According to the director of Environmental Sanitation and Water Resources at the IAT, José Luiz Scroccaro, the meeting also contributed to the preparation of collective action plans. “This way, Paraná can count on a shared management of the hydrographic basins, in a decentralized way”, he stated.

The event served as a preview for Paraná's participation in the XXV National Meeting of Basin Committees, to be held between August 21st and 25th, in Natal, Rio Grande do Norte.
