Family Farming Harvest Plan does not meet all the sector’s demands, says Fetag-RS

"Safra Plan is positive, but further progress is needed", highlights the note from the Federation of Agricultural Workers

In a note released today, the Federation of Agricultural Workers of Rio Grande do Sul (Fetag-RS) highlighted positive and negative points about the announcement of the Family Farming Harvest Plan 2024/2025. With regard to Pronaf, there are concerns about the framework which, according to the entity, should have been expanded to all lines, and not just the dairy chain. Furthermore, the amount of financing for investments, which was increased from R$210 to R$250, “does not meet the needs of family farming, especially due to the high costs of agricultural machinery”, stated the note. 

As for the positive aspects, the Federation highlights the reduction in interest rates in some categories, special credit lines and the increase in resources for the Food Acquisition Program. Still regarding Pronaf, three other points present benefits: the Guarantee Fund, the 30% discount on the milk producer's income and the line of credit for land document regularization, an old demand of Fetag-RS.

According to the note, Fetag-RS's concern is in relation to Pronamp, which, even if it has not been announced, “the resolutions are already known, with no reason to celebrate, as the same rules as last year were maintained ”, he states. “While in Pronaf the Proagro rate is limited to 10%, in Pronamp, depending on the region, it can reach 21%, making access unviable”, adds the text. 

According to the president of Fetag-RS, Carlos Joel da Silva, “the Family Agriculture Harvest Plan has improved considerably compared to last year, but we are very concerned about producers who need to access Pronamp. It is important to highlight that the positive points depend on the implementation of measures that resolve agricultural debt, mainly in Rio Grande do Sul. The Fetag-RS agenda, which calls for debt amnesty for producers who lost everything and the reprogramming for 15 years of other financing, continues to be essential to be able to access the resources announced today”, he concluded.
