Expert highlights criteria and methods in the expropriation of rural properties

Agricultural Engineer Arthur Avelar presented an overview of the stages, variables, needs and precautions in evaluating this type of area

According to the 2017 IBGE Agricultural Census, Brazil has around 351,289 million hectares of rural area, that is, around 41% of the country's total area. With the advancement of projects in many of these areas, expropriation is a process that requires an accurate assessment to arrive at the fairest compensation value. In this context, IBAPE/SP and IBAPE Nacional, with support from CONFEA, CREA SP, UPAV and IVSC present the “1st International Seminar on the Assessment of Rural and Environmental Assets”.

The event, which takes place entirely digitally, runs until February 05th and has an intense program. On the first day, 01/02, Agricultural Engineer Arthur Avelar, Coordinating Engineer at Cava Engenharia, responsible for support activities for expropriation, presented an enlightening panel on the current scenario of expropriations with the mediators, Eng. Agr. Breno Lothammer Wrasse and Eng. Agr. Marcelo Rossi de Camargo Lima.

On this occasion, Avelar discussed the use of tools such as CAR (Rural Environmental Registry) and SIGEF (Land Management System), which assist in market research in projects and enterprises of large or small infrastructure. The expert also highlighted the methods in the search for the fairest compensation value, in which different criteria can be used for this calculation, such as before and after, isolated fraction or the average primitive area.

“Expropriation is a legal act, but the issue of value is one of evaluation engineering and despite there being case law, the engineer can prove how this evaluation is carried out and how we arrive at a certain calculation,” explains the expert.

Another opening highlight were the lectures “Valoración de árboles bajo interés landsagístico” by Prof. Dr. Vicente Caballer Mellado (Spain) and “Economic, social and environmental importance of yerba mate (Ilex paraguaiensis)” by Enga. Forester Tania Matsuno Ramos . Among the next topics are “Valuation engineering applied to rural properties in bank guarantees, mortgages and payment in kind”, on the 02nd; “Valuation of rural properties for judicial and private assessments”, on the 03rd; “Example of application of the IBAPE Standard in environmental valuation”, on the 04th; and “United Nations Environmental and Economic Accounting System - A general vision” as one of the closing themes.
