Citrus growers in São Paulo have until July 15 to submit their Canker/Greening report. According to the Secretariat of Agriculture and Supply (SAA), the declaration must be sent through the computerized Animal and Plant Protection Management System (Gedave) and must contain the results of the quarterly inspections for citrus canker and HLB/Greening carried out between January 1 and June 30, 2025 on all citrus plants on the property.

The delivery of reports with real data allows the technical team of the Agricultural Defense Coordination (CDA) to have precise information on the spread and incidence of pests, enabling better targeting of phytosanitary defense actions and public policies.

Submission of the report is mandatory

Mapa Ordinance No. 317, of May 21, 2021, instituted the National HLB Prevention and Control Program (PNCHLB), and since then the elimination of symptomatic plants has become mandatory only for orchards aged eight years or less. Monitoring and control of the psyllid, however, is mandatory in all orchards, regardless of age.

In the State of São Paulo, delivery of the report is mandatory for all producers regardless of the age of the plants and delay or non-delivery subjects the producer to the sanctions provided for in State Decree No. 45.211, of September 19, 2000.

Since 2017, with the publication of Resolution No. 4 of the Ministry of Agriculture (Mapa) on March 22, the state of São Paulo has been recognized as an area under the Risk Mitigation System (SMR) for citrus canker. The procedure allows the adoption of phytosanitary measures with the aim of reducing the potential for pest inoculum and maintaining an appropriate level of protection against the disease.

About Huanglongbing

Huanglongbing (HLB) is mainly caused by Candidatus Liberibacter asiaticus (CLas), a gram-negative, phloem-limited bacterium belonging to the alpha subgroup of proteobacteria.

In Brazil, it was also identified Candidatus Liberibacter americanus (CLam), but CLas is predominant, present in more than 99% of diseased plants, according to Fundecitrus - Greening (Huanglongbing, HLB or Citrus Yellowing).

Transmission occurs mainly by the psyllid diaphorina citri, known as the Asian citrus psyllid, is a grayish-white insect with dark spots, 2 to 3 mm in size, common in orchards during budding.
