The Environment and Sustainable Development Committee of the Chamber of Deputies approved a proposal that validates the real estate records of rural properties located in areas belonging to the Union in the states of Amapá, Rondônia, Roraima and Tocantins, whose domain titles have been issued by state land bodies .

The text approved is the substitutive from the rapporteur, deputy Jose Mario Schreiner (DEM-GO), to Bill 1426/20, from deputy Hiran Gonçalves (PP-RR) and three other parliamentarians, which is being processed attached to three other proposals.

Schreiner stated that the approved rule aims to end the “systemic social chaos and legal uncertainty” related to the land issue in the four states, where many residents, mainly rural producers, reside on Union lands supported only by title deeds issued by state bodies. .

He cited the case of Amapá as an example. “Due to the irregular situation in which several producers currently live, it is not possible to grant environmental licensing, and consequently, agricultural production is impeded,” he said.

The substitute changes the Law 10.304 / 01, which regulates the transfer of land from the Union to the states of Roraima and Amapá. Schreiner also extended the measures provided for in this law to Rondônia and Tocantins, such as the transfer of land even without georeferencing.

“Land regularization is a desirable and necessary policy to organize territorial planning”, argued the rapporteur.

Schreiner also decided to exclude from the opinion the project's provision that allowed the reduction of the National Forest (Flona) of Roraima, through the transfer of 4,7 thousand hectares of the southern portion of the conservation unit to the state of Roraima. He assessed that the measure, associated with others provided for in the substitute, harms the environment.

“If we associate the legal reduction of conservation units, transfer of land from the Union to the states and land regularization projects, we will have the recipe for a rush of land grabbing, including incentives for other crimes, such as illegal mining, pollution and deforestation, with serious environmental impacts”, he stated.

Conduct 

 The project is underway in conclusiveness and will now be analyzed by the Agriculture, Livestock, Supply and Rural Development committees; Finance and Taxation; and Constitution and Justice and Citizenship.
