Commission and Pro-Logistics Movement define guidelines for 2016

The main highways, waterways and railways to focus on throughout the year were defined

Representatives of the Pro-Logistics Movement and the Infrastructure and Logistics Commission (Coinfra) of the Federation of Industries of Mato Grosso (Fiemt) discussed, in a meeting on Thursday (25), the guidelines for 2016. They were defined during the meeting, and from the flow route of grains produced in the State, the highways, railways and waterways that must receive greater attention.

“Every year we present our action plan and it contains all our priorities and the works that we will monitor, for example, or the tenders that we hope will be opened. The plan is fundamental for advancing logistics and reducing freight costs”, explains the director of Movimento Pró-Logística, Edeon Vaz Ferreira.

Highways – According to the action plan, there are eight federal highways that will receive the attention of Aprosoja and the Pro-Logistics Movement: BR-163, BR-230, BR-080, BR-158, BR-155, BR-364, BR-174 and BR-242.

“On the road issue, we will continue this year to prioritize the completion of BR-163 to Miritituba and Santarém, both in Pará; the recovery and adaptation of BR-364 to Porto Velho (RO), including access to the municipality's Cargo Transshipment Stations (ETC); to the preparation of projects and, if possible, the beginning of paving works on BR-174, in the section between Castanheira and Colniza, including bidding for two sections”, says Ferreira.

The director also highlights other priorities. “The start of the Santo Antônio das Lendas project on BR-070, from kilometer zero to 75 of BR-174; to BR-242, where we will work on issuing the installation license, and where a work order has already been given by Dnit to prepare projects A and B and the bidding for lot C is in the final phase. In BR-080 we have approval provisional EIA-Rima by Ibama, lacking studies on the indigenous component, which is the responsibility of the Government of Mato Grosso. Our goal, by the end of the year, is to tender the first section of BR-080”.

Ferreira also states that there is priority on BR-158. “We are waiting for the installation license. There are two lots. Lot A has already completed the project review and we are also awaiting the study of the indigenous component so that the preliminary license can be issued. This year's objective is for both lots to be put out to bid. Still on the BR-158, we will monitor the tenders for the bridges, in the Santana do Araguaia-Redenção section and the continuity of the road recovery works”.

Regarding BR-163, the expectation of the Logistics and Movement Commission is that there will be a concession for the highway in the Sinop-Miritituba section. The bidding forecast is for September this year. “We are waiting, together with the Senate Infrastructure Committee, for a public hearing to debate the ceiling tariff for the section”, explains the director.

Railways – For 2016, there will be two railways highlighted. “We are working on the Ferrogrão issue and will follow the public hearings and all debates regarding the construction of this railway, which will connect Lucas do Rio Verde to Miritituba. Another railway that we are participating in and will continue to participate in discussions is Trascontinental, which will connect Campinorte (GO) to the Port of Paita, in Peru. This monitoring is being done with Itamaraty”.

Waterways – In this year, The focus of the Logistics Commission and the Pro-Logistics Movement is the debate and monitoring of three basins. “We are following the legislative decree projects referring to the three basins of Mato Grosso: Paraguay; from Rio das Mortes, Araguaia, Tocantins and from Teles-Pires, Arinos, Juruena, Tapajós. We will also be monitoring the EVTEAS (Technical, Economic and Socio-environmental Feasibility Studies) of these same basins”.
