CNA discusses registration of family farming, Pronaf resources and issuance of electronic invoices

The CNA National Committee of Rural Family Entrepreneurs met, on Thursday (23), to discuss the National Family Farming Registry (CAF), access to the National Program for Strengthening Family Farming (Pronaf) and the issuance of an Electronic Invoice (NF-e) for small producers.

The CAF is the instrument to identify and qualify the beneficiary public of the National Family Farming Policy (Law No. 11.326/2006) and replaced the Pronaf Aptitude Declaration (DAP) last year to access public policies aimed at the public defined in the Law .

CNA's technical advisor, Arlete Salles, stated that the entity managed, at the beginning of February, to extend the DAPs that are within their validity period for another 12 months until the CAF system is ready to issue new registrations.

Arlete highlighted that the CNA is considering training professionals from rural federations and unions to use the CAF system, if the system allows the entity to navigate in a virtual environment specific to CAFWeb.

“This matter is a priority for the commission. We need to find a solution together with the current government so that producers can have access to credit and continue producing”, stated the president of the Commission, José Zeferino Pedroso.

Regarding the issuance of the Electronic Invoice for small rural producers, the coordinator of the Economic Center, Renato Conchon, made a presentation on the topic.

According to Conchon, the CNA and the Organization of Brazilian Cooperatives (OCB) sent a letter to the National Council for Financial Policy (Confaz) requesting the extension of the obligation, from July 1, 2023 to July 2025, and that the decision What to do in relation to the issuance of electronic notes is up to the states.

“This obligation will impact small and medium-sized producers, because anyone who is not able to issue this note will not be able to sell their product,” said Conchon.

In addition to the letter, the Confederation and state federations will work to publicize the topic and promote training to raise awareness among producers about the obligation.

Regarding Pronaf, the advisor to the Economic Center, Guilherme Rios, stated that the expectations for this year's Harvest Plan are that the government will prioritize family farming, with an increase in resources and a reduction in fees.

Rios asked the federations to send suggestions to assist in the construction of the proposals that the CNA will send for the plan.
