The Ministry of Agriculture, Livestock and Supply (Mapa) must carry out more than 150 inspections in areas benefiting from the Agricultural Activity Guarantee Program (Proagro) in the states of Bahia, Sergipe, Rio Grande do Sul and Santa Catarina. Technicians from the National Supply Company (Conab), linked to Mapa, visit the crops checking the data declared by the experts in charge of proving Proagro's losses. Inspections began in November and continue in December.
Until October, 163 operations of Proagro beneficiaries were inspected in the states of Paraná and Rio Grande do Sul, covering the products beans, corn, soybeans, sorghum, wheat and grapes.
A similar procedure is already carried out in the Rural Insurance Premium Subsidy Program (PSR).
In the event of irregularities identified by technicians, financial institutions may suffer sanctions from the Central Bank, as well as experts from Mapa. The Central Bank may also challenge coverage paid unduly based on proof of losses in which an irregularity is detected. Punishments are only applied after all legal procedures for the right to full defense have been exhausted.
During the supervision work, visits are made to financial agents, cooperatives and technical assistance companies in the municipalities, in order to have a local overview to issue reports on the operationalization of the program in the regions visited. The information obtained during the inspection on operations and Loss Communications, the Proof of Loss reports and the reports on the operationalization of Proagro in the different regions inspected serve as support for improving the execution of the program.
The Program is funded by resources allocated by the Union, in addition to resources from the fee paid by rural producers to join Proagro. The objective of the program is to guarantee the amortization or settlement of agricultural financing costs, in the event of an accident occurring on the farm and in proportion to the losses determined, and to allow the receipt of own resources proven to be invested in the farm.
In agricultural funding operations, there is coverage of crops affected by the following phenomena: excessive rain, frost, hail, drought, excessive temperature variation, strong winds and cold winds. In livestock funding operations, losses resulting from diseases without a method of combat, control or prophylaxis are covered.
Proagro is administered by the Central Bank and executed by financial institutions authorized to operate in rural credit, which contract the funding operations and are responsible for formalizing the borrower's adherence to the Program, charging the additional amount, analyzing the processes and deciding on the requests for coverage, forwarding resources to the Special Appeals Commission – CER, payments and records of expenses.
