ANTT updates minimum values ​​for road freight freight

This update takes place every six months and is one of the requirements of the legislation; resolution comes into force today (21/7)

The National Land Transport Agency (ANTT) published today (21/7) in the Official Gazette of the Union the biannual update of the minimum values ​​for road freight freight, as determined by Law No. 13.703/2018. The new table, which is already in force, presents a general negative variation of -2,33%.

The adjustment considers the Broad National Consumer Price Index (IPCA) accumulated between December 2022 and May 2023, which totaled 3,59%. Furthermore, the price of S10 diesel oil was also taken into account when updating the values, being set at 5,04 reais per liter, according to the National Petroleum Agency (ANP), referring to the week of June 25th to 01st July 2023.

The review of minimum freight floors follows the methodology in force since ANTT Resolution No. 5.867/2020, with the aim of guaranteeing fair remuneration for road freight transport services, ensuring the quality and safety of the service provided.

The average adjustments in the freight table were as follows, according to the type of operation:

  • Table A – road transport of capacity cargo: -1,17%
  • Table B – motor freight vehicle: -0,82%
  • Table C – road freight transport with high performance capacity: -0,61%
  • Table D – high-performance cargo vehicle: -0,24%


ANTT reinforces the importance of transport companies respecting minimum freight costs, ensuring better working conditions for drivers and a quality service for the entire population.

History - According to legislation, the Agency must readjust the freight table every six months or when the variation in the price of diesel is equal to or greater than 5%, when the trigger mechanism is activated. The last readjustment of the table by the trigger mechanism had taken place in June of this year.

Law No. 13.703/2018, which establishes the National Policy on Minimum Floors for Road Cargo Transport (PNPM-TRC), determines that ANTT is responsible for publishing a standard with the minimum floors referring to the kilometer driven when carrying out freight, per loaded axle, considering the distances and specificities of the loads.
