The National Land Transport Agency (ANTT) published an update on the minimum freight rates for road freight transport. Suroc Ordinance No. 11/2023 discloses a negative variation in values due to the decrease in the price of Diesel S10 of -5,70%.
The adjustment considers the final price of Diesel S10 at the pumps, since Law No. 13.703/2018 determines that the table is readjusted whenever there is a fluctuation in the fuel value of more than 5%, whether downwards or upwards, called “ kitten".
According to a survey by the National Petroleum, Natural Gas and Biofuels Agency (ANP), in the week of 14 to 20/5/2023, the average price of Diesel S10 to the consumer was R$5,46 per liter, which resulted in a percentage accumulated variation of -5,70%, since the publication of Suroc Ordinance No. 8/2023, when the last adjustment to the freight table occurred.
Once the trigger was reached, the average freight table adjustments were as follows, according to the type of operation:
Table A – road transport of cargo capacity: - 2,34%
Table B – motor freight vehicle: -2,66%
Table C – high-performance road freight transport capacity: -2,86%
Table D – high-performance cargo vehicle: -3,21%
By law, the Agency must readjust the freight table every six months or when the variation in the price of diesel is equal to or greater than 5%, when the trigger mechanism is activated. The last readjustment of the table by the trigger mechanism had taken place in April of this year.
Law No. 13.703/2018, which establishes the National Policy on Minimum Floors for Road Cargo Transport (PNPM-TRC), determines that ANTT is responsible for publishing a standard with the minimum floors referring to the kilometer driven when carrying out freight, per loaded axle, considering the distances and specificities of the loads.
