The ANP Collegiate Board approved the regulatory impact analysis (AIR) and the holding of a public consultation and hearing regarding the draft resolution that establishes the new national biodiesel specifications and quality control measures. The consultation starts today (5/11) and will last for 45 days.
Biodiesel is an important biofuel used in the country and was compulsory introduced into the Brazilian fuel matrix in 2008. Since then, its content in road diesel oil, sold in the national territory, has gradually increased from 2% (B2) to 13% (B13 ), expected to reach 15% (B15) in 2023, as established by CNPE Resolution No. 16, of 2018.
Among the main changes proposed for biodiesel specifications and quality control, the following can be highlighted: 1) The reduction in the content of monoglycerides, sodium, potassium, calcium, magnesium and phosphorus, important contaminants in biodiesel. 2) The insertion of a new parameter relating to organic contaminants: cold immersion filtration test 3) The re-evaluation of the temperature tables for Cold Filter Plugging Point (PEFF) resulting in general terms, in an increase in requirements regarding the cold behavior of biodiesel 4) Expansion of the oxidative stability of the product from 12h to 13h in production and the adoption of a new test: content of linolenic acid esters, in order to further control the stability of the product 5) Requirement of control and execution good handling, transportation and storage practices by economic agents, with drainage, product filtration and tank cleaning requirements.
AIR involved the use of GUT matrix tools, SWOT analysis and risk analysis of the analyzed axes relating to product quality. Furthermore, international experiences and various technical-scientific studies were evaluated. The Agency expects that the proposals, when approved, will result in a product with superior quality.
