Annual soybean planting registration can be done until February 28th in Pará

The objective is to facilitate the monitoring of soybean cultivation and the control of diseases and pests in the territory of Pará.

Soybean farmers in the State of Pará can now carry out annual registration of soybean cultivation areas, referring to the 2023/2024 harvest. The deadline is February 28th, according to the Agricultural Defense Agency of the State of Pará (Adepará). The objective is to facilitate the monitoring of soybean cultivation and the control of diseases and pests in the territory of Pará.

To register planting areas, the producer must look for an Adepará office and in the municipality where the property is located and submit the registration form, together with the declaration of compliance with the Soy Sanitary Vacuum and the State Collection Document ( DAE) paid. In addition, he needs to fill out a form made available by the Agency, through the Google platform. 

“It is based on knowledge of the areas with soybeans in the State that Adepará can plan and execute phytosanitary defense actions, provided for in the National Program for the Control of Asian Soybean Rust (PNCFS), to strengthen the production chain in the State. The registry is also important in guiding the regulation and support of state agricultural production, and for inclusion in agricultural policies”, informs Maria Alice Thomáz, manager of the Pests of Economic Importance Program. 

This year, due to the extension of the sowing period established in Ordinance No. 980/2023 of the Ministry of Agriculture (Mapa), soybean producers have 120 days to sow. The sowing calendar is divided by regions of the State and their particularities. According to the ordinance, the first planting period ends on January 14, 2024 in 33 municipalities and two districts in the South and Southeast regions of the State; On February 28, 2024, the deadline for planting in the 74 municipalities in the northeast of Pará ends and on March 14, 2023, the deadline for sowing soybeans in 36 municipalities in the region that comprises the Marajó Archipelago and the West of the State ends.

The Director of Plant Defense and Inspection, Lucionila Pimentel, explains that the registry “is the fundamental database for planning Phytosanitary Defense actions for the production chain, such as pest inspection and sanitary void inspection, which are established in the National Asian Soybean Rust Control Program of the Ministry of Agriculture. By analyzing the information contained in the register, it is possible to carry out actions efficiently and effectively; contributing to the competitiveness of soybeans in Pará”, highlights the director. 

If the producer responsible for planting does not reside in Pará or in the municipality where the soybeans are grown, it will be necessary to present a Power of Attorney or Authorization, so that a grantee can provide information to Adepará.

The data contained in the Property/Producer/Productive Unit Registration Forms will be verified by Adepará technicians, upon visiting the properties. The veracity of the information entered is the sole responsibility of the declarant.

According to Adepará Ordinance No. 4.980/2022, the following documents are required to register soybean planting:

1. Proof of payment of the fee corresponding to agricultural activity on the property;

2. Own registration form, legible and fully completed;

3. Declaration of Conformity for the sanitary void;

4. Identity document (front and back);

5. CPF – for Individuals;

6. CNPJ – for Legal Entities;

7. Updated proof of address;

8. Any of the agricultural establishment documents: Public Deed; Domain Title or Definitive Title issued by a federal, state or municipal Land Regularization body; Purchase and Sale Promise Agreement with the signatures of the contractors certified by a notary public; Certificate of Entire Content issued by the Property Registry Office; Certificate of Settlement issued by Incra; Rural Property Registration Certificate - CCIR/Incra; Use Concession Agreement – ​​CCU/Incra; Private Purchase and Sale Instrument with the signatures of the seller and the buyer, certified by a notary public or by the administrative agent; Award letter; Judicial license; Formal Sharing, even if it is not registered; Public Deed of Assignment of Hereditary Rights, and private instrument of donation with recognition by a public notary;

9. Partnership or Lease Agreement, and

10. Rural Environmental Registry (CAR).

Soy Production 

According to Adepará, Paragominas is the largest soybean producer in the State, with 234 production units. The planted area is more than 600 thousand hectares, which produce around 600 thousand tons, representing almost 24% of Pará's production. Today, Pará ranks 13th in national soybean production, with more than 2,5 million tons, equivalent to 1,75% of Brazilian production.
