The President of the National Congress, Davi Alcolumbre, canceled this Thursday's session (October 16th), which was to analyze the presidential vetoes of the General Environmental Licensing Law (VET 29/2025) and the Budget Guidelines Law (PLN 2/2025). In a statement, the Senate President informed that the postponement responds to a request from the government leadership in the National Congress.
President Luiz Inácio Lula da Silva vetoed 59 sections when signing Law 15.190 of 2025, which establishes seven types of environmental licenses. The vetoed sections address, for example, the exemption from environmental licensing and the role of federal agencies.
The session was initially scheduled to also analyze the draft Budget Guidelines Law (PLN 2/2025). Before going to the Congressional Plenary, the LDO bill must pass through the Joint Budget Committee (CMO), a move that was postponed this week. Representative Gervásio Maia's (PSB-PB) report forecasts a surplus of R$34,3 billion in 2026, equivalent to 0,25% of the Gross Domestic Product (GDP).
