The Paraná Agricultural Defense Agency (Adapar) will start charging new amounts for inspection and service fees from March 17th. The changes were promoted through amendments to State law 17.044, of December 30, 2011. The new prices are detailed in a table, published in the Official Gazette of the Union, which can be accessed here.

According to Adapar's director of Agricultural Defense, Manoel Luiz de Azevedo, the update makes charging fees fairer, including different values depending on the characteristics of the product. Azevedo cites, for example, the amounts collected in relation to plant transport. Previously, a 30-ton load in a trailer paid the same price as transporting 500 kilos in a pickup truck, even if the inspection work involved a smaller number of agents. Now, billing is done in a “personalized” way.

Just like this plant issue, other measures in the most diverse production chains made the collection more assertive. “So that we can maintain the sanitary status and carry out agricultural defense, charging fees is a requirement for the proper functioning of Adapar’s inspection and services. Adjustments in the areas where there was a need were made to balance issues in relation to the cost of providing the service and what has to be effectively done”, points out the director of the agency.

In addition to readjusting charges, the legislation also updates criteria for classifying establishments, operations and activities. In practice, there are also new possibilities for exemptions and some cancellations of mandatory collection of amounts by producers – especially related to laboratory activities.

More changes to legislation were promoted. One of them provides that fees for maintaining and renewing records, registrations, qualifications, certifications, registrations and accreditations will have a single due date, on April 30th.

Another point that has undergone changes is a new article that establishes the cancellation and archiving of requests for registrations, registrations, qualifications and certifications that, due to the inertia of the interested party (pending documentation) remain without movement for more than 120 days. The deadline for requesting a refund of unduly paid fees is also restricted to 90 days.
