Lack of researchers paralyzes research at IAC
Entities and leaders spoke out in favor of preserving the institute's research areas
Brazilian agriculture has taken an important step towards sustainability and safety with the approval of Bill (PL) 658/21 in the Chamber of Deputies. With this new civil framework for the bioinputs sector, on-farm production will be regulated with well-established rules to ensure that farmers will have a quality, monitored and safe product for the consumer.
The Legal Director of Abinbio (Brazilian Association of Bioinput Industries), Auro Ruschel (pictured), pointed out advances for Brazilian agriculture. According to him, on-farm bioinput production will be permitted, but now it has been "duly regulated."
Ruschel clarifies that the agricultural defense agency, linked to the Ministry of Agriculture and Livestock (Mapa) will "regulate the need for a qualified technical manager, exclusive or not, for the production of bioinputs for own use".
Furthermore, Abinbio's legal director emphasizes that replicating commercial products will not be permitted, except for inoculants marketed specifically for this purpose. The commercialization of products formulated for personal use is also not authorized.
Finally, it was ensured that on-farm production must follow the good practice instructions established by the federal agricultural defense agency. According to Ruschel, there are still other regulations, and all of them aim to ensure that biological inputs are safe and of quality.
The rapporteur of the matter, deputy Sérgio Souza (MDB-PR), highlighted that the text ensures a reliable regulatory environment that will offer security to research, industry, producers and users.
“To attract greater investment in the development of technologies aimed at bioinputs, which help protect crops, provide nutrients or make better use of them, among other countless functions, an environment within the law is essential,” he explained.
Auro Ruschel concludes by stating that the "Civil Framework for the Bioinputs Sector" has finally been created. "Everything is well regulated and already provided for in the bill," he concludes.
In Brazil, the bioinputs market has been growing at an annual rate of 21% over the last three years, four times the global average. In the 2023/24 harvest, sales of these products reached R$5 billion.
