Union water users must declare their use of the resource in January

Taxpayers must declare their income annually. Likewise, users of water resources in the Union – interstate, cross-border and federal reservoirs – need to report their use in the previous year to the National Water and Basic Sanitation Agency (ANA), through the Annual Declaration of Use of Water Resources ( DAURH).

The document must be completed on the Water Resources User Portal between January 1st and 31st, containing the volumes captured and released into the water sources in each month of 2022 by each user.

The sending of the DAURH is mandatory in rivers and reservoirs in several river basins, taking into account the size of the water users and the monitoring requirements of the volumes that can be captured or released.

Therefore, only users who capture water or release effluents above certain limits in one of these basins, such as São Francisco, Doce, Paranaíba, Paraíba do Sul, Uruguay, among others, are required to declare their use of water resources. Specifically for the Paraíba do Sul river basin, water users who capture more than 120 cubic meters per hour, in the sum of all granted abstractions, and release treated effluents with an organic load above 180 kilos per day must also send to DAURH for each effluent collection or release point, in accordance with ANA Resolution No. 91/2021. Water users who have sent monthly volume data captured through the DeclaraÁgua app must also send it to DAURH.

By declaring their use of Union waters, users maintain their regular use and can even pay less in basins with rivers under Union control that already have charging for the use of water resources implemented. They are: Sweet; Paraíba do Sul; Paranaíba; Piracicaba, Capivari and Jundiaí (PCJ); San Francisco; and Verde Grande.

In basins where there is a charge for water use, the declared volumes will determine the discounts on the amounts to be charged for water uses carried out in 2022, which are measured by the water resource users themselves and monitored by ANA in person or remotely. The drop in values ​​can occur in the event of a reduction in water capture and consumption or even in the event of a reduction in the release of effluents into water bodies.

The information collected by DAURH is important so that ANA can better understand the real demand for water uses and improve the management of water resources in the basins. This control of water use also allows access to the resource in an orderly and sustainable way for users.

DAURH is official information for mandatory sending, via the internet, of data on the volumes of water abstraction or discharge of effluents effectively measured at points granted in water bodies under the Union's control.
