The Federal Government's digital transformation advances even further in the field to make life easier for rural producers across the country. This Thursday (7), the Ministry of Agriculture, Livestock and Supply (Mapa) launched the Incra Territorial Governance Platform, which brings together several of the institute's essential services for beneficiaries of agrarian reform, occupants of rural areas in the Union and owners of rural properties.
At the event, Minister Tereza Cristina (Agriculture, Livestock and Supply) highlighted the importance of bringing access to technology and digital services to those who live and work in the countryside. “This tool will provide security, transparency, and agility to these people who have been waiting for these services for so many years,” she said.
The solution developed by Serpro offers, in a simple, fast and secure way, data consultation services, issuing documents, requesting titles, updating data and monitoring applications. All this from the use of the gov.br account and without the need to go to an Incra face-to-face service unit.
The president of Incra, Geraldo Melo, explained that the Territorial Governance Platform simplifies and accelerates the titling of occupations on public lands and agrarian reform settlements. “It enables the unification of Incra databases and the automation of processes. It is the integration of territorial intelligence solutions with technological tools to support land regularization, promote sustainability and bring legal security to those who produce,” he said.
Geraldo Melo also announced that Incra reached the milestone of 100 thousand title documents issued in 2021 alone.
With the tool, rural people will have access to innovation and the facilities of the digital world, highlighted the CEO of Serpro, Gileno Barreto. “The platform brings practicality and advances, such as the automation of procedures and data validation, the integration of systems and different government databases. It is the digital transformation of the Federal Government to meet the needs of farmers with agility, efficiency and transparency”.
Also participating in the launch were Mapa's executive secretary, Marcos Montes, the president of Embrapa, Celso Moretti, and Mapa's deputy secretary of Land Affairs, Leandro Mota.
The main service that can be accessed by Territorial Governance is the request for a land regularization title and agrarian reform settlement. With the availability of the digital service, settlers and occupants of rural areas in the Union subject to regularization will be able to request title online, without the need to go to an in-person Incra unit.
This first version already has an intelligent analysis of compliance for the title, with automated validation based on database queries, that is, the platform will immediately check whether the interested party is able to receive the title, whether there is any pending issue or whether the area is fit. To date, 739 settlements suitable for regularization have been listed, where more than 56 thousand families live.
The tool speeds up service to citizens, accelerates the delivery of titles without pending issues and makes it possible to monitor the titling process, which occurs in a more transparent and simplified way.
The unified services portal is also available on the platform. Previously, citizens needed to know the various existing systems to make requests and search for information. With the platform, the services offered by Incra are gathered in a single location, with personalized access.
Access to the platform is via login to the gov.br account. Services are offered according to the profile of each user.
Agrarian reform beneficiaries can check their registration and status in the settlement. In the user's personalized area, it is possible to inform Incra of the main needs through an electronic form. The title request can be made and monitored simply and quickly through the platform, as well as checking the list of settlements suitable for title.
Occupants of rural areas in the Union can also request the title and regularize ownership.
Rural producers can access services related to rural properties registered with Incra, such as issuing the CCIR, inclusion and registration updating. The interested party accesses the platform, logs in with their gov.br account and chooses the desired service, without needing to travel to an Incra unit.
All available services are free.
The platform can be accessed via the internet via cell phones, tablets, notebooks and computers at any time at www.pgt.incra.gov.br. If the farmer does not have internet on his property, he can access it from any location with a signal.
The solution eliminates the need to deliver documents to resolve demands and automatic data checking reduces the response time for those who need to use Incra. It allows the interested party to follow their request and check the existence of pending issues, receiving notification via electronic means.
New services and features are expected to come into operation by the end of the year. Among the expected deliveries is the issuance of definitive and provisional titles through the platform.
Established by Incra Ordinance No. 1.423/2021, the Platform is part of Incra's Digital Plan, which aims to promote the automation and debureaucratization of processes, guarantee agility and quality of information, in addition to creating tools that optimize budgetary resources.
The tool ensures greater agility and effectiveness to the public titling policy, implementing the Federal Government's directive to promote legal certainty, productive inclusion and sustainability in the field.
On the platform, all titling procedures for areas of Incra's agrarian reform projects and occupations on public lands subject to land regularization under the control of the Union or the institute itself are concentrated.
With the Territorial Governance Platform, it is possible to carry out automated analysis of the compliance of online land titling applications that are in accordance with current legislation. Information travels in a secure environment and in compliance with the General Data Protection Law (LGPD).
