The Department of Plant Defense (DDV) of the Secretariat of Agriculture, Livestock and Rural Development (Seapdr) sent this week to the Ministry of Agriculture, Livestock and Supply (Mapa), the Exclusion and Contingency Plan for HLB in Rio Grande do Sul. The document focuses on procedures for monitoring and containment measures, aiming to prevent entry and ensure a quick and effective response in the event of detection of Candidatus Liberibacter spp. in the state, contemplating the guidelines established by MAPA Ordinance No. 317/2021, which establishes the National Disease Prevention and Control Program, called Huanglongbing (HLB).

“A study consisting of a risk matrix was carried out to identify critical factors for the entry and establishment of the pathogen, as well as measures to contain its spread in the state in case of detection”, highlights Ricardo Felicetti, director of the DDV. The study, which is in the publication phase, includes an extensive bibliographical review and has the support of members of the Citriculture Sector Chamber of Rio Grande do Sul, the Departments of Agricultural Policy and Rural Development and Agricultural Diagnosis and Research at Seapdr, the Federal University of Rio Grande do Sul (UFRGS), the Santa Catarina Integrated Agricultural Development Company (Cidasc), the Paraná Agricultural Defense Agency (Adapar) and Mapa.

Among the measures adopted is the reinforcement of monitoring in citrus nurseries and orchards, including domestic and abandoned orchards, as well as in urban areas where there are citrus and ornamental rutaceous plants. In the case of rutaceae, special attention should be paid to Murraya paniculata, better known as myrtle, which is the preferred host of the Diaphorina citri vector. And also, due to outbreaks of Candidatus Liberibacter spp. in Santa Catarina, it is necessary to prioritize the inspection of orchards bordering the border, as well as the adoption of inspection of the transit of infected material.

What is HLB

The disease, also known as Greening, is one of the most serious and destructive diseases that affect citrus crops. Caused by species of the phytobacterium Candidatus Liberibacter spp., it is present in Brazil in the states of Minas Gerais, São Paulo, Paraná and Mato Grosso do Sul. The main form of natural spread of the disease is through its insect vector, Diaphorina citri, which occurs in Rio Grande do Sul, and through the implantation of infected seedlings. The disease results in a decrease in the productivity and longevity of orchards, resulting in the unfeasibility of productivity and abandonment of the cultivation area.

Other actions

In addition to monitoring and inspection actions, the Department of Plant Defense of the Secretariat of Agriculture will be giving lectures on preventive measures in producing regions. See the December agenda in the Vale do Caí region.
