Producers from Rio Grande do Sul will have easier access to rural credit

Measure was announced by the Federal Government and is aimed at companies and rural producers who were affected by heavy rains in Rio Grande do Sul

The Federal Government announced a set of support measures in the economic area of ​​Rio Grande do Sul following the devastating scenario left by floods and heavy rains in the State. Among them is the exemption from presenting a Debt Clearance Certificate to access credit in public financial institutions.

The initiative is aimed at companies and rural producers in Rio Grande do Sul who were affected by the rains in the region. The objective is to facilitate the contracting and renegotiation of credit with public financial institutions.

The Minister of Agriculture and Livestock, Carlos Fávaro, highlighted the importance of the initiative. “It is a very difficult time for producers, support and opportunity are needed for producers to prosper again. Effective credit lines are needed at the end, for reconstruction to happen,” he said.

During the presentation of the measures, the Minister of Finance, Fernando Haddad, explained the measure. “It’s to make credit easier. So, for six months, there will be a reduction in bureaucracy in credit lines, so that we can gain agility.”

According to the measure presented, rural entrepreneurs will not need to present a Debt Clearance Certificate between the months of May and November this year.

Still, aiming at assisting rural producers in Rio Grande do Sul, another measure will be to allocate R$ 1 billion to grant interest discounts for loans granted under the National Program for Strengthening Family Agriculture (Pronaf) and the National Support Program for Medium Rural Producers (Pronamp ), up to the global credit limit of R$4 billion subject to interest discount. In other words, the entire line to be leveraged will have a discount to subsidize credit to small and medium-sized rural producers.

“Right now, it is a very important input of resources into the countryside to recover agricultural production capacity,” stated Haddad.

In the case of Pronamp, from May onwards, financing can be for up to 96 months, with a three-year grace period and discounts to reduce the interest rate to a nominal 4% per year. Pronaf can be contracted for up to 10 years, with a three-year grace period, and a reduction in the nominal interest rate to zero.

In conjunction with the package announced this Thursday (9), the Ministry of Agriculture and Livestock (Mapa) has been constantly monitoring the demands of rural producers and working on short and long-term solutions, such as the immediate suspension of rural credit payments. . To help with the recovery of municipalities, parliamentary amendments allocated to the portfolio are also being released, which will be used to purchase machinery, inputs and carry out engineering works to recover local roads to promote agribusiness.

The Federal Government also announced a package of R$50,9 billion to assist families, rural workers, companies and municipalities in Rio Grande do Sul. The 12 measures to support Rio Grande do Sul are contained in a Provisional Measure forwarded to the National Congress by the President of the Republic, Luiz Inácio Lula da Silva.

The economic measures are aimed at salaried workers, beneficiaries of social programs, the state and municipalities, companies and rural producers. Among the measures for families and workers with a formal contract is the anticipation of the salary bonus, Bolsa Família and Auxílio-Gás; priority in refunding Income Tax; and two additional installments of Unemployment Insurance for those who were already receiving it before the calamity was declared.

“What you saw announced here were the first credit measures. It doesn't end here. I have been telling ministers that we have to prepare, because we are going to have the magnitude of the problems when the water goes down and when the rivers return to normal,” said the president. He stated that the measures are just the beginning of the response to the calamity and highlighted that “there will be no lack of government effort” to serve the state.
