Phytosanitary certification course in Porto Alegre receives applications

Training addresses certification standards and management of citrus canker

Registration is now open for the pest certification course Xanthomonas citri subsp. citri., which causes citrus canker disease. It will take place between November 27 and 28, 2024, at the Emater auditorium in Porto Alegre, and has 50 places available. The course is organized by the Secretariat of Agriculture, Livestock, Sustainable Production and Irrigation (Seapi), coordinated by the Ministry of Agriculture and Livestock (Mapa) and with the participation of professor and phytotechnician Edson Bertolini, from the Faculty of Agronomy at the Federal University of Rio Grande do Sul (UFRGS).

According to the head of the Plant Health Defense Division (DDSV/DDV/Seapi), Rita Antochevis, “citrus canker is a quarantine pest that affects all species and varieties of citrus of commercial importance, and is one of the most serious diseases in citrus farming”. It currently occurs officially in the states of Ceará, Goiás, Maranhão, Minas Gerais, Mato Grosso do Sul, Mato Grosso, Piauí, Paraná, Roraima, Rio Grande do Norte, Rio Grande do Sul, Santa Catarina and São Paulo.

Normative Instruction Mapa No. 21/2018 establishes criteria and procedures for establishing and maintaining the phytosanitary status of citrus canker throughout the national territory. The Risk Mitigation System (SMR) is a certification program that advocates reducing the risk of marketing fruits with citrus canker through the adoption of disease management measures in orchards and fruit hygiene in packing houses or processing plants.

Phytosanitary certification

The Phytosanitary Certification process is a monitoring carried out by a technician responsible and is based on compliance with a series of standards, provided for in specific legislation, which result in the viability of commercialization and/or transit of plants or parts of plants, ensuring compliance and compliance with the rules to prevent the spread or introduction of regulated pests, pests of interest to the Federation Unit or as required by the importing country.

The Secretariat of Agriculture, Livestock, Sustainable Production and Irrigation (Seapi), through the Plant Health Defense Division (DDSV), qualifies technical managers to issue the Phytosanitary Certificate of Origin (CFO) and Consolidated Phytosanitary Certificate of Origin (CFOC).

The CFO and CFOC certify the phytosanitary condition of a plant product or its parts, with the aim of preventing the spread of pests in Rio Grande do Sul and other Brazilian states. These certificates also support the Plant Transit Permit (PTV), a document necessary for the transit of plants, parts of plants or products of plant origin.

Qualification, by the technical managers, can be obtained after passing a specific course, for which full attendance and proof of knowledge with a minimum score of seventy-five per center is required. The course program includes two modules, the first with general guidance on certification standards and the second with specific guidance on pests.
