Patent application for invention of device for agricultural implements filed
Professor and student at FAMV/UPF and UPFParque Company filed an Invention Patent application with the National Institute of Intellectual Property (INPI)
Law 29/13.340 – conversion of MP 16/733 was published in the Official Gazette of the Union this Thursday (16). The rule grants discounts between 60% and 95% according to the outstanding balance and determines the suspension, until December 29, 2017, of the filing and continuation of ongoing tax foreclosures.
The approval was supported by the technical area of the Agricultural Parliamentary Front. “This is good news for rural producers who have rural credit operations registered in the Union's Active Debt (DAU)", celebrates deputy Marcos Montes (PSD-MG), president of the FPA.
Full text of law 13.340/16 - The President of the Republic, Michel Temer, accepted the two amendments authored by federal deputy Luis Carlos Heinze (PP/RS), out of a total of 18 presented to the original text. In one of the changes, Heinze managed to extend the deadline for registration, eligible for benefit, from December 31, 2014, until the date of publication of the law. “With this, all debts entered or forwarded to the Union's Active Debt until October 29th will be covered by the discounts", he explains.
According to Heinze, all contracts that were in default held by Banco do Brasil – the institution that manages the Union's account – were sent for registration. “The bank responded to our appeal. Now, with this measure, all defaulted installments, especially PESA, can be paid off. With this, the producer will be able to resume normal payment of installments due, starting next year", he details.
In another change, also sanctioned, the Gaucho parliamentarian created a fixed bonus per value range, in addition to the discounts already foreseen, which vary between R$750 for balances of up to R$35 thousand, to R$142,5 thousand, when the consolidated debt exceeds one million reais. “This determination was already included in MP 733 to compensate for the remission ranges, however, for reasons of interpretation, the PGFN did not include this possibility in its system. Now, with my changes, we have made the text clearer", he explains.
LAND CREDIT: The new law, widely negotiated by deputy Luis Carlos Heinze, also covers land credit contracts, including those from the former Banco da Terra.
REGULATION: Producers interested in paying off debt have until December 31, 2017 to join the benefit. The changes in the form of bonuses should come into effect in the next few days, as soon as the PGFN changes the computerized system.

DEBT: With data presented by the Attorney General of the National Treasury – PGFN – deputy Heinze calculates that more than 160 thousand contracts are registered in DAU and involve at least 800 thousand producers including main debtors and guarantors. The outstanding balance of these operations is more than R$18 billion. In Rio Grande do Sul alone, restrictions on the CPF as a result of this account can affect more than 180 thousand people and exceed R$4,5 billion.
