Agribusiness will remain the engine of the Brazilian economy in 2023. According to the Brazilian Institute of Geography and Statistics (IBGE), the harvest of cereals, legumes and oilseeds is estimated at 302 million tons for the year, which represents a growth of 14,7 .38,8% (2022 million tons) compared to 8. The Brazilian Institute of Economics of the Getúlio Vargas Foundation (FGV-Ibre) also calculates an XNUMX% increase in the sector's GDP for this year.
For agriculture to continue contributing to the country's sustainable development, incentive policies are needed to increase productivity and competitiveness in the sector. This means that the tax reform to be proposed by the Ministry of Economy needs to value the breadth of the agro-industrial chain and its protagonism in the economic, social and environmental fields. There is an expectation that the new text will encompass points from both PEC 110, currently being processed in the Federal Senate, and PEC 45, which is currently at a standstill in the Chamber of Deputies. The two proposals have in common the creation of a Goods and Services Tax (IBS). However, the first proposes an IBS, or Value Added Tax (VAT), for the Union and another for state and municipal governments. PEC 45 discusses a single IBS for all entities.
The theme is central and vital to Brazilian agriculture. Therefore, with the aim of debating it, the 3rd Brazilian Congress of Agribusiness Law (CBDA) will dedicate the second panel to present the assessments of renowned experts on the expectations of tax reform for the sector and its effects on competitiveness. of national agricultural products. The event will take place on March 29th, in a hybrid format - in person, in Brasília (DF), for guests, and broadcast virtually, free of charge, on the official website.
The Tax Reform and Special Fiscal Regimes panel will be moderated by Renato Conchon, coordinator of the Economic Center of the Brazilian Agriculture and Livestock Confederation (CNA), and analyzes by João Lima Junior, partner at Lima Junior Domene e Advogados Associados; José Francisco Barreto, Tax Manager at Amaggi; and Paulo Vaz, professor at Insper and partner at VBSO Advogados.
O Brazilian Congress of Agribusiness Law is an achievement of Brazilian Institute of Agribusiness Law – IBDA, and will also address three fundamental themes for the production of nutritious food, fiber and energy with productivity and sustainability: Carbon Market – Sectoral Regulation, Property Law, Legal Security and Investments and Bioeconomy and the Future of Agro-industrial Chains.
