Committee approves use of guarantee fund to expand Pronaf credit.

The measure authorizes the allocation of up to R$ 500 million from the FGO (Guarantee Fund for Family Farming) to strengthen family farming.

The Finance and Taxation Committee of the Chamber of Deputies approved Bill 2213/25. The proposal authorizes the use of up to R$ 500 million from the Guarantee Fund for Operations (FGO) to cover loans contracted under the National Program for Strengthening Family Farming (Pronaf).

The text amends Law 13.999/20, which created emergency credit lines during the pandemic. The resources will follow the rules of the fund's statute. The Ministers of Agrarian Development and Family Farming and of Finance will be responsible for defining how the funds will be distributed. The joint act should also establish the guarantee limits, the criteria for including farmers and cooperatives, and the Pronaf (National Program for Strengthening Family Farming) modalities that may be eligible.

Banks and other institutions authorized to operate with rural credit under the Pronaf program may request a guarantee from the FGO (Guarantee Fund for Rural Development), respecting the percentages defined for each portfolio. The total to be covered may not exceed the amount allocated to the fund by the Union and other quota holders.

The rapporteur for the proposal, Representative Rogério Correia, highlighted that the measure does not generate new public expenditure. The resources used are already available in the fund. According to him, the previous law provided for this type of use, but the authorization was revoked due to a technical error. The bill corrects the flaw and restores the possibility of guaranteeing Pronaf operations with uncommitted FGO resources.

Correia stated that the proposal reduces risks, expands rural credit, and strengthens family farming as a strategy for economic and social development.

The bill is being processed under an expedited procedure and could be voted on directly by the Chamber's plenary session. To become law, it needs to be approved by both the Chamber of Deputies and the Senate.
