Parliamentary Front for Agriculture seeks ways to address the reduction in grain harvest and its economic consequences
The Brazilian Congress on Agribusiness Law, scheduled for March 19, 2024, in São Paulo, will bring together experts to address a current issue for agribusiness and the capital market: the Investment Funds in Agroindustrial Production Chains (Fiagro), which should receive specific normalization this year, after the conclusion of the public consultation carried out by the Securities and Exchange Commission (CVM) in the middle of this first two months. Registration to participate in the event, with free virtual broadcast, is open on the official website.
Investment Funds in Agroindustrial Production Chains (Fiagro) have shown exponential growth. In January of this year, Fiagros' net worth reached R$34,4 billion, which represents an increase of 42,1% compared to the first month of 2023.
“So far, the rules used for Fiagros have worked very well. But it is a natural maturity of securitization products to have a specific standard. Fiagro is a very flexible and interesting fund, so having a specific rule will further consolidate its growth”, assesses Rafael Gaspar, Partner at Pinheiro Neto Advogados, who will be one of the debaters on the panel Agribusiness and Capital Markets – The Regulation of Fiagro, alongside Bruno Gomes, Superintendent of Agribusiness and Securitization at CVM, Cesar Junior, Executive Manager of Agribusiness Solutions at Serasa Experian, Flavia Palacios, Coordinator of the Securitization Commission at Anbima. The debate will be moderated by José Angelo Mazzillo Júnior, Consultant at the National Agriculture Council, former Secretary of Agricultural Policy at the Ministry of Agriculture.
During the panel, experts will contextualize the approach between agriculture and the capital market, will address the adjustments made to Fiagro's provisional regulation, what was included in the CVM's public consultation and expectations regarding the final regulation. Topics related to the market will also be discussed, such as the types of transactions carried out and the companies that can benefit from this instrument, and issues linked to technological development and digitalization, which were important to provide more transparency and security for operations.
Conceived by the Brazilian Institute of Agribusiness Law – IBDA, the Congress will also feature three more panels, which will cover fundamental themes for legal security, economic growth and competitiveness of the sector: Property Law, Social Function and Agrarian Contracts; Risk Management, Credit and Judicial Recovery; and Green Transition: Bioeconomy and Legal Instruments.
The program will be opened by former Minister of Finance Maílson da Nóbrega, economist and partner at Tendências Consultoria, who will give the inaugural lecture Taxation and Economic Order. Throughout the event, IBDA will pay tribute to one of the most important jurists in Brazil, the lawyer, professor and writer Arnoldo Wald, partner and founder of Wald, Antunes, Vita e Blattner Advogados.
