BNDES reaches R$10 billion approved for the 2025/26 Harvest Plan

Most of the resources went to investments in facilities and machinery, R$7,3 billion

The BNDES (Brazilian Development Bank) has reached R$10 billion in credit approvals for the 2025/2026 Harvest Plan. The funds began to be made available on July 17. The approval involved equalized resources from the Federal Government's Agricultural Programs (PAGF) – among which stand out Pronaf, Pronamp, the Warehouse Construction and Expansion Program (PCA), and the Program for Modernization of the Agricultural Tractor Fleet and Associated Implements and Harvesters (Moderfrota) – and from BNDES Rural Credit (R$812 million).

The funding lines, opened on the 17th, consumed R$2,68 billion; and the facilities and machinery investment lines, opened on the 24th, approved R$7,37 billion. Of the approved funds, R$9,1 billion went to family farmers, micro, small, and medium-sized rural producers, and cooperatives. A total of 39 operations were received, including 24 for investment, through 24 accredited financial agents across more than 20 financing lines. Approximately 70% (R$6,9 billion) of the funds were operated by cooperative banks and credit unions.

This operating model, through partner institutions, allows for a decentralized distribution of resources throughout the country, reaching 93% of Brazilian municipalities, facilitating the development and implementation of public policy to support the sector.

In 2025, under President Lula's guidance, the budget allocated to BNDES in the Harvest Plan was the largest on record, totaling R$70 billion. These resources serve both large and small farmers and demonstrate our commitment to a sustainable and innovative agricultural sector. Of the R$10 billion approved so far, approximately R$3,3 billion went to family farming," says Aloizio Mercadante, president of BNDES.

Record resources 

In the 2025/2026 Harvest Plan, the bank will make R$70 billion available to finance investments in Brazilian agriculture, in the period between July 01, 2025 and June 30, 2026. The amount is the largest budget ever made available by the Bank to the agricultural sector, 5% above the value of the previous Harvest Plan and 180% higher than that made available by BNDES in the 22/23 Harvest Plan.

R$39,7 billion in equalizable resources will be available through the Federal Government's Agricultural Programs (PAGF), a 19% increase over the previous year. These programs have set deadlines, fees, and budgets.

Of this amount, R$26,3 billion will be for medium and large producers in corporate agriculture, with interest rates between 8,5% and 14% per year, and R$13,4 billion for small producers in family agriculture, with interest rates between 0,5% and 8% per year.

For corporate agriculture, resources will be offered through nine programs, including Moderfrota, Pronamp, Renovagro, Inovagro, Proirriga, Prodecoop, and PCA. For family farming, BNDES operates through various lines of the National Program for Strengthening Family Farming (Pronaf). The 9/2025 Harvest Plan will allocate R$2026 billion to Pronaf, a 13,4% increase compared to the amount allocated by BNDES in the previous Harvest Plan.
