The Mato Grosso Soybean and Corn Producers Association (Aprosoja MT) sent a letter accompanied by a technical note to the Parliamentary Agricultural Front (FPA), warning of the potential impacts of using Prodes/Inpe data as a criterion for granting rural credit.

According to the organization, recent changes to the Rural Credit Manual, following Resolution No. 5.268 of the National Monetary Council (CMN), have allowed the automatic use of this information as a restrictive factor in accessing credit. In the opinion of Aprosoja MT, this measure could generate legal uncertainty and affect large-scale operations in the country.

The association argues that Prodes is an environmental monitoring system, without a sanctioning character or administrative process structure that ensures the right to defense. Even so, its data is allegedly being used as a basis to limit access to credit, which, according to the entity, could result in indirect penalties for producers.

Another point highlighted is the scope of the restrictions. According to Aprosoja MT, the rule can impact the entire credit operation, even when any irregularities are restricted to specific areas, which could result in loss of benefits, increased financial costs, and early termination of contracts.

In a statement, representatives of the organization argue that changes of this nature should be debated within the framework of agricultural policy, with the participation of the productive sector, and not only through sub-legal regulations.

Given this scenario, Aprosoja MT requested that the FPA intervene with the CMN and evaluate possible legislative measures. The organization also reported that it maintains technical support to guide producers facing restrictions in accessing credit.
