The National Land Transport Agency (ANTT) has updated the coefficients for the minimum freight rate for road transport of cargo. The measure is contained in Ordinance Suroc No. 22, published on September 29 by the Superintendence of Road and Multimodal Cargo Transport Services (Suroc), and will take effect from September 30, 2026.

The revision was motivated by the variation in the price of S10 diesel, which reached the limit stipulated by law for the extraordinary update of prices. The fuel now has a reference price of R$ 7,33 per liter, corresponding to the national average recorded between September 20 and 26, according to data from the National Agency of Petroleum, Natural Gas and Biofuels (ANP).

The update is provided for in paragraph 3 of article 5 of Law No. 13.703/2018, which mandates the revision of minimum prices whenever the price of diesel varies by more than 5%. Therefore, the measure does not correspond to the ordinary semi-annual review of the coefficients, but to an extraordinary update triggered by fuel price fluctuations.

New coefficients

The updated values for full truckload (FTL) shipments, with the hiring of a vehicle combination or a single truck, are compiled in Table A of the annex to Suroc Ordinance No. 22.

The remaining tables in the standard present the coefficients applicable to different transport operations and configurations. Cells without values correspond to axle configurations that are not used for the types of cargo considered in the Brazilian market.

Validity

The ordinance came into effect on September 30th, one day after its publication. From that date, calculations of the minimum freight rate must consider the new coefficients and the updated reference price of S10 diesel.

Monitoring through the Transportation Operation Identification Code (CIOT) remains one of the mechanisms used to verify compliance with the minimum price in road freight transport operations.
